The vision of The Civic Center Collaborative is to create an active, prosperous, adaptable, and iconic center of civic activity in Downtown Waco. We will do this by bringing modern office space, urban parks, and neighborhood retail to Downtown Waco, creating a dynamic, sustainable, and vibrant connecting point for our community.

Our mission is simple; make the center of downtown Waco one of the most desirable civic places in the country and a civic asset for Wacoans and people who would like to visit. The Civic Center Collaborative aims to work in partnership with the community to redefine Waco’s urban landscape by building the next generationally iconic place in Waco.

The Civic Center project at Heritage Square has conceptualized a landmark urban park that will become a community centerpiece and three modern class A office and retail buildings totaling approximately one half million square feet.

Building 1 will be a 4-story (appx. 80,000 SF) modern office and retail building located on the corner of 4th and Austin. This corner is significant historically for a variety of reasons. Of note, it is the birthplace of Dr Pepper and present location of a memorial to the 1953 tornado that devastated Downtown Waco.

With that in mind we will be working to incorporate improvements to both the Dr Pepper memorial and the tornado memorial into the design of the project and the park.
